Norwegian Passport Photo requirements:

Two passport photos (color), light background, max 3 months old and taken at the same time/from same series. Size: 36x47 mm (1 7/16 IN x 1 13/16 IN). Computer printouts are not acceptable. No “open mouth/teeth showing”.

Norwegian Foreign Service missions now only accept applications for machine-readable passports. The applicant must meet in person at a Foreign Service mission when applying for a passport. The passport will be printed in Norway, and the processing time will be approximately 5 to 6 weeks. In emergency cases, a hand written passport may be issued by the Foreign Service mission. An emergency passport would be given a short validity and would have to be surrendered at the end of the trip. The fee is the same as for a regular passport.

Note: If you are a Norwegian citizen living in the US with a valid Permanent Resident Card (Green Card) and a valid, old Norwegian passport; you do NOT need to replace your old passport with a machine-readable one until your old passport expires.

In addition, please bring the following documentation:

• 2 recent passport photos. Click HEREfor photo requirements. The photos MUST be taken by a professional photographer or at a facility that specializes in taking passport photos. "Homemade" digital photos that are printed on a home-office printer do not qualify. 
• Your old passport. If this is lost or stolen you must bring your birth certificate together with another photo ID. You must also fill out the form "Melding om tap av pass", form (GP-7091). If the passport has been stolen, you must bring a police report.
• Your US Resident Alien Card, or a certified copy of it. Passports can not be issued to immigrants in the United States without this card.
• Documentation regarding your Norwegian personal number. Unless your personal number (5-digits) is indicated in your previous passport, please provide an official Norwegian document confirming it (driver’s license, birth certificate, tax return etc.). If you have never been issued a Norwegian personal number, please see below how to obtain one. It is the applicant’s own responsibility to obtain a Norwegian personal number.
• If your name has been changed since the issuance of your previous passport, you must bring documentation regarding this change. NB! The passport will be printed in the name you are registered under in The Population Register (Folkeregisteret).
  "Melding om endring av navn" must be filled out and sent to The Norwegian Embassy in Washington, D.C., or the Consulate General covering your region. (Please see embassy and consulates to find your region)
  Please enclose proof of name change; for example notarized copy of Marriage Certificate. 
• Money order or certified check. The passport fee is $80 for adults and children over 16 years of age. The passport fee for children (under 16) is $48.
  
  Additional required information regarding issuance of passports to children under the age of 18.

In addition to the above-mentioned documentation, please note that issuance of passport to children under 18 years of age also requires the following documentation:

• Both parents must give their consent regarding issuance of passports to children. One parent must come in person with the child. A written and signed statement from the parent not present must be presented together with both parents’ passports for verification of signature.

• Copy of the child’s birth certificate where the parent’s names appear. If it is the child’s first Norwegian passport, the original birth certificate or a certified copy is needed.

• If the child is born before September 1, 2006, by a Norwegian father and a foreign mother, a certified copy of the parents’ marriage certificate must be presented.

Passports to children born outside of Norway can only be issued with validity until the holder’s 22^nd birthday. By that time he/she will loose his/her Norwegian citizenship unless an application to retain it has been received by a Norwegian Foreign Service mission before he/she turns 22 years old. The application should be in letter form, signed by the applicant.

For children from 10 - 16 years old the validity of the passport is 5 years
For children over 16 years old the validity of the passport is 10 years

How to obtain a Norwegian personal number

As of January 1st, 2000 it is mandatory for all persons who are eligible for a Norwegian passport to submit their personal number (Norwegian: "personnummer") together with their passport application. 'The personal number is a five-digit number issued by Norwegian authorities in addition to your date of birth, e.g. DOB 5 June 1960, + personal number 34567 = birth number: 050660 34567 (equivalent to a social security number). This new requirement applies for first issue, as well as for renewal, of passports. Requests for personal number must be addressed in letter form directly to The Norwegian Embassy in Washington, D.C., or the Consulate General covering your region.

You must enclose a certified copy of your birth certificate together with a copy of your Norwegian passport. Processing time is approximately 5-6 weeks.

To obtain a personal number for a child, please submit notarized copy of the child's birth certificate and a notorized copy of the Norwegian parent's passport.
